Can i wear a strapless dress out in Thailand?

Going to Thailand On Friday and was wondering if i go out of a night time in either patong,phuket or Bangkok and wear a dress that is just above my knees but strappless is this ok? I heard something about the shoulders being inapropriate to be shown over there.Is this just in temples and sacred places? Cause the Thai girls dance half dressed in the clubs.
