How to fix a creaking floor?

I'm repairing my water damaged floor. The floor has always creaked in that one area. After cutting a 5x3 area of plywood out, I noticed its the 2x6 joist that is the problem. I reinforced between the two joists with 2x4's, but it still makes the noise when I walk on the one joist...any suggestions?
