Why are some numbers more accurate than others? (sig fig)?

Hi, I am wondering why 1.00 is more accurate than a plain 1. Is it because 1 can be a 1.4 rounded down while a 1.00 can be like a 1.04 rounded down and since 1.04 is closer to 1 than 1.4, it is more accurate?
