Is it normal to plan a phone call before you call somebody?

I always plan and write out the potential conversation before actually calling the person. I only do this for a call that is important to me such as the court's clerk or my college's admission office. If I don't plan then I get flustered and forget every single English word I ever learned and use the most improper grammar in existence. Is this a common thing or some kind of a disorder?
