What are the best products for scrunching curly frizzy hair?

it cant be super expensive or anything. my hair is frizzy and curly and about to the middle of my back. i would like it to be mousse and hairspray that illuminates frizz and adds volume with extra hold. also i dont want my hair to be sticky or hard...thanks:) P.S. i want my hair to be soft and shiny so i dont want these products to dry it out.
